El Camino Real Specific Plan

The City is currently designing a new specific plan for the El Camino Real (ECR) corridor which seeks to change the zoning along the entirety of ECR – beginning with the REI/WalMart center, south to the Sprouts and L.A. Fitness centers. The corridor is currently zoned ‘commercial/retail’ but the City wants to change it to ‘mixed use’, which means housing on top of the shopping centers, strip malls, and grocery stores. The problem is, by upzoning the entire corridor, the City’s population could grow by 30% – all concentrated in one long narrow strip – greatly impacting all of us, including residents who live nearby as well as those who shop there.

Who do you want representing you on City Council when it’s time to vote on the El Camino Real (ECR) Specific Plan?

  • The incumbent councilmember who was appointed for her pro-housing stance and willingness to bow down to Sacramento?, or
  • A long time resident who favors Local Control instead of taking orders from Sacramento, and appreciates the impact these changes will make to our entire City, especially the residents who live nearby or shop in the ECR Corridor?

It’s clear now from information provided by the City that they are contemplating the addition of up to 8,000 new apartments in a 1.8-mile stretch of El Camino Real. This would be a huge increase to the 24,000 households that currently make up Encinitas.

This will be the third attempt to upzone the El Camino Real (ECR) Corridor for high-density, multi-family housing, with added affordable housing. There have already been nine meetings regarding this latest attempt, several involving the ECR Task Force, which is made up of the mayor’s appointees, affordable housing advocates, and developers.

This process is months away from completion, but important decisions are being made now (see below for ways to stay connected on this issue).

It’s time for a change on our Council so we can avoid overbuilding the ECR Corridor.
